I ran across this story while doing some research on the District III Hosing Authority scandal.  Vincent “Smiley” Gallegos, former legislator and  executive director of the scandal-riddled public housing authority, is under indictment on charges of fraud, embezzlement and money laundering charges.  In 2001, his daughter pleaded guilty to taking more than $9,000  in federal funds from a summer food program for children.  Here’s the story from the Amarillo Globe-News.  The case is from 2001, when Gallegos was running the now defunct housing authority.  He accompanied her in court for her sentencing.  What was going through his mind at the time?
